The Yangtze River Delta is one of the most economically active, open and innovative regions in China, and it leads the country in applying smart/digital technologies in the field of transportation.  In order for boosting transportation development in China and the integrated development of the Yangtze River Delta, meeting the needs of digital transformation of transportation, cultivating more transportation-related technical talents, stimulating their innovative and creative vitality, and promoting exchanges and cooperation in the field of transportation, and the integrated and innovative development of intelligent digital transportation technologies in the Yangtze River Delta, the country and the world, as well as creating a good atmosphere for the 29th World Congress on Intelligent Transport Systems to be held in Suzhou in October 2023, after mutual consultation, the relevant organizations have decided to jointly host the Innovation Competition of the 29th World Congress on Intelligent Transport Systems Innovation Competition & the first Yangtze River Delta "Gusu Cup" Intelligent Transportation Technology Innovation Application Competition.

Participants Contestants

Scientific and technological talents of enterprises, institutions, social organizations and universities, who are engaged in the research, design, use, management, research and development of intelligent transportation products/systems in areas such as road/water/railway transport, aviation, postal services, urban public transport and other emerging areas.


The competition is team-based. There is no restriction on how the teams are formed, except that each team shall have no more than 10 (inclusive) members and one or more clearly designated first person(s). The number of participants in each participating team shall not exceed 10 (inclusive), and the first person in charge shall be clearly designated. In principle, a team shall have no more than 3 first-persons. Specifically, depending on division of work, a team of no more than 5 (inclusive) people should have no more than 1 first person, a team of 6-8 people should have no more than 2 first persons, and a team of 9-10 people should have no more than 3 first persons. 


If a team has members from different organizations, it should be registered under the name of the organization which primary members belong to or a separate team name. If the submitted work has passed the preliminary round, the member composition of the team may not be changed.






According to the theme, the competition focuses on the innovative application of digital and intelligent technologies for the full life cycles of various transportation modes or at different stages (planning, design, construction, maintenance, operation management, etc.), as well as the application of new technologies such as artificial intelligence, cloud computing, big data, Internet of Things, 5G, and blockchain in the field of transportation. It is recommended to submit products and systems that meet these conditions and have relevant industrial prospects and promotion and application value.


Submitted works must be real, legal and free of any objectionable information. These works must not infringe the intellectual property rights of others; The inventions, patented technologies, resources, etc. involved in them must have clear legal IP rights or property rights; in case of plagiarism, misappropriation, provision of false information or violation of relevant laws and regulations, the perpetrators shall forfeit the right to participate and bear all legal responsibilities arising therefrom. The Organizing Committee guarantees that the intellectual property rights of all submitted works will be effectively protected.


Rules of Appraisal Review Rules

Rules of Appraisal for the Preliminary Round

I. Qualification requirements for invitees

In general, invited experts should meet the following conditions:

1. Have correct political stance, able to adhere to principles, upright, honest, have strong sense of responsibility and full capacity for civil conduct.

2. Familiar with relevant laws, regulations, policies, technical standards and specifications, and have a high level of policy and theoretical understanding.   

3. Have a bachelor’s degree or above, a deputy senior and above technical title, rich practical experience, high professional and technical capacities, and more than 5 years of relevant professional experience. Specialty experts with intermediate technical titles but a certain influence or popularity in the profession may also be invited.  

4. In industries that do not yet have any job title evaluation, those with a bachelor's degree or above may also be invited if they have worked in a related field for 15 years and have been recognized by their employers for their professional and technical abilities.

5. Not more than 70 years old (in principle), in good health, competent for review and other related work.

6. Voluntarily willing to participate in various review and appraisal works in an independent capacity, and accept the supervision and management of the organizing committee and the executive committee.

II. Name-list production

Under the organization of each division, it is recommended to invite experts engaged in areas such as management, technology, research at national ministries and commissions, international and domestic well-known colleges and universities, as well as higher education institutions, scientific research institutes, enterprises located in the Yangtze River Delta region (Shanghai, Jiangsu, Zhejiang, Anhui) to join the review board.

In principle, each division's review board for the first round should be composed of 7-9 experts, including 1 leading expert. The proposed composition is as follows:  

1. 1-2 members of the organizing committee and executive committee;

2. 5-6 specially invited review experts.

III Name list confirmation

After considering all factors, each division shall submit the name list of the review board to the Executive Committee for approval 10 working days before the review meeting of the preliminary round.  

IV. 4. Evaluation method

After watching the video/PPT/on-site presentations, each member of the review board should rate each submitted work based on a comprehensive consideration of relevant aspects (topic selection, innovation, practicality, economic value, maturity, material preparation, etc.).  All submissions should be ranked according to their average scores, with the top 25% entering the semi-final.





Rules of Appraisal for the Semi-Final

I. Qualification requirements for invitees

In general, invited experts should meet the following conditions:

1. Have correct political stance, able to adhere to principles, upright, honest, have strong sense of responsibility and full capacity for civil conduct.

2. Familiar with relevant laws, regulations, policies, technical standards and specifications, and have a high level of policy and theoretical understanding.   

3. Have a bachelor’s degree or above, a deputy senior and above technical title, rich practical experience, high professional and technical capacities, and more than 5 years of relevant professional experience.

4. In industries that do not yet have any job title evaluation, those with a bachelor's degree or above may also be invited if they have worked in a related field for 15 years and have been recognized by their employers for their professional and technical abilities.

5. Not more than 70 years old (in principle), in good health, competent for review and other related work.

6. Voluntarily willing to participate in various review and appraisal works in an independent capacity, and accept the supervision and management of the organizing committee and the executive committee.

In principle, the semi-final's review board should be composed of 11-13 experts, including 1 leading expert and several deputy leaders. The proposed composition is as follows:  

1. 1-2 members of the organizing committee and executive committee;

2.5 members of division review board for the preliminary round;

3. 6-7 specially invited review experts.

III Name list confirmation

The secretary's office shall submit the name list of the semi-final's review board to the Executive Committee for approval 10 working days before the semi-final starts.

IV. 4. Evaluation method

Each expert should independently review each work and rate it accordingly. In the order in which the ballots are drawn, teams advanced to the semi-final should report and demonstrate their works (online/offline, depending on the needs of epidemic prevention and control) and answer questions raised by the review board.

The review time for each work is 10 minutes, including 6-8 minutes for presentation, and 2-4 minutes for question-and-answer. According to the indicators in the scoring table, each expert should independently rate each work on site. The final score of each work should be the arithmetic mean score obtained after removing the highest and lowest scores. All entries are ranked according to their final scores, with the top 40-50% advancing to the finals. (Those from universities should be scored and ranked separately, and selected as finalists in the same proportions).





Rules of Appraisal for the Final

3. Have a bachelor’s degree or above, a deputy senior and above technical title, rich practical experience, high professional and technical capacities, and more than 5 years of relevant professional experience and serving as judges for similar contests. 

4. In industries that do not yet have any job title evaluation, those with a bachelor's degree or above may also be invited if they have worked in a related field for 15 years and have been recognized by their employers for their professional and technical abilities.

5. Not more than 70 years old (in principle), in good health, competent for review and other related work.

6. Voluntarily willing to participate in various review and appraisal works in an independent capacity, and accept the supervision and management of the organizing committee and the executive committee.

7. Have experience in participating in the review work of similar competitions.

II. Name-list production

Under the organization of the secretary's office, experts engaged in areas such as management, technology, research at national ministries and commissions, international and domestic well-known colleges and universities, as well as higher education institutions, scientific research institutes, enterprises located in the Yangtze River Delta region (Shanghai, Jiangsu, Zhejiang, Anhui) shall be invited to join the final's review board.

In principle, the final's review board should be composed of 15 experts, including 1 leading expert and several deputy leaders. The proposed composition is as follows:  

1. 3-5 members of the organizing committee and executive committee;

2. 10-12 specially invited review experts.

The secretary's office shall submit the name list of the final round's review board to the Executive Committee for approval 10 working days before the final starts.  

IV. 4. Evaluation method

In the order in which the ballots are drawn, teams advanced to the final should report and demonstrate their works (online/offline, depending on the needs of epidemic prevention and control) and answer questions raised by the review board. The review time for each work is 15 minutes, including 8 minutes for presentation, and 7 minutes for question-and-answer

Each expert should independently review each work and rate it accordingly. All scores are given under real names. Specifically:

1) 5 points for recommending the work getting grand prize (1 in total);

2) 3 points for recommending the work getting the first prize (3 in total);

3) 2 points for recommending the work getting the second prize (6 in total);

4) 1 point for recommending the work getting the third prize (10 in total);

5) o for all others.

To facilitate efficient and reasonable judgment, help experts better distinguish the differences between works, the organizing team will provide an "evaluation log" form for each work. Experts may score each work according to the indicators contained in the "evaluation criteria". After all presentations are completed, the expert can score each work by reference to those contained in the "evaluation log" form, and the sum of the scores of all the experts is the final score of the corresponding work, which will be used to rank the works. If more than one work has the same score, they should be ranked according to ratings given by the director of the review committee, and the ranking will then be used by the committee for granting of different prizes.

The final prizes include: 1 grand prize, 3 first prizes, 6 second prizes, 10 third prizes and 20 honorable mentions.

    Application and registration

    The competition adopts online registration. Participants from the private sector and recommended by industry authorities should complete the application and registration procedures on the official website. Please fill in the relevant information completely, accurately and truthfully as required.

    Submission of works

    Participants should submit their works through the sole official website.Works that can be submitted include physical products, system software or algorithms, models, etc. with application prospects in road/water/railway transport, aviation, postal services, urban public transport and other emerging areas.

    Preliminary round

    According to the unified requirements of the organizing committee, each division should organize experts to review the works submitted by the registered teams before the specified time limit (by sector if there is any), and select the works that advance to the semi-final. The works that advance to the semi-final must feature high innovation, economic value and utility, and should account for no more than 25% of the total number of valid works submitted.

    Semi-final

    The executive committee should organize experts to review the works that have advanced to the semi-final, which should cover introductions, presentations, questions and answers, etc. All entries should be rated based on a comprehensive consideration of relevant aspects (topic selection, innovation, practicality, economic value, maturity, material preparation, etc.), with the top 40-50% (40 in total, tentatively) advancing to the finals.

    The final

    The executive committee should organize experts to review the works that have advanced to the final, which should cover introductions, presentations, questions and answers, etc. All entries should be rated based on a comprehensive consideration of relevant aspects (topic selection, innovation, practicality, economic value, maturity, material preparation, etc. and spectator voting during a live webcast if necessary), so as to determine the awarding of final prizes including: the grand prize, first prizes, second prizes, third prizes and honorable mentions.

    Awards and presentations

    The awards ceremony and the showcase of winning works will be held in October 2023 in conjunction with the 29th World Congress on Intelligent Transport Systems. Leaders and guests from relevant departments will be invited to attend the ceremony and give out various awards set by the organizing committee. Some of the winning entries will get the chance to enter exhibitions, academic exchanges, live observation and other activities of the 29th World Congress on Intelligent Transport Systems.
